Currently, artifacts from CRAN are downloaded from http://cran.us.r-project.org . Ideally, this should be an HTTPS URL. It seems like the main redirector is https://cloud.r-project.org .

On a lightly related note, there's also still a Dockerfile downloading Scala over HTTP, which can be changed to HTTPS.
