OO has been crashing frequently for me in the spreadsheet, writing, and drawing
applications. When I reopen it it asks me if I want to recover the file and
says that the notification tool will follow if I hit next. I hit next and the
document opens without showing the notification tool, so I have not hope of
your solving my problem.

This behavior is not typical and AOO works fine with Windows 8.1
Crash can be cured with classical procedure: reset the profile.
