cluster-env properties needs to be hardcoded in the ambari-web site_properties.js file. (for every property present in cluster-env.xml file in the stack, it is required to have corresponding definition of it in site_properties.js)
UI should fetch all the properties for cluster-env from the stack as it does for other services and should not require to define it in site_properties.js
