I renamed this property maven.javadoc.bottom.
I fixed a bug. The test5 (test with no package specified) failed if the property was setted with an empty string.

Description:
The maven javadoc plugin automatically puts a copyright notice at the bottom of each javadoc page.  THis is inappropriate for works which are released into the public domain.  All works of the US Government are ineligible for Copyright and it's illegal to place such a notice in the file.  (http://www.gpoaccess.gov/uscode ; enter 17USC105 in the search box.)  

There needs to be some way to specify that the API doesn't have a copyright.
