warnings: with --enable-maintainer-mode

With -Wall and --enable-maintainer-mode I get massive amounts of warnings
of this form:

  warning: function declaration isn't a prototype

All over the place (but mostly from the openssl headers). Is anyone
else seeing this?

The actual -W parameters that are showing up to produce this are:
-Wmissing-prototypes -Wstrict-prototypes -Wmissing-declarations

Actually, I see them whenver SIG_IGN is used. I think SIG_IGN is defined
(on my sol8 box) as:

  #define SIG_IGN (void (*)())1

yeah. Disable mod-ssl, and they should all go away. :-) These
are problems with OpenSSL, not Apache. There isn't much
we can do about these.
