### Summary
- Added initial support for Kendryte K210 processor in SMP mode
### Impact
- Impact should exists for K210/RV64GC processors only.
- However, some common files are modified as well so I checked this PR with both FE310 and K210.
### Limitations / TODO
- smp app and taskset command work but ostest would stop due to a deadlock.
### Testing
- I tested this PR with commands such as ps/free/hello/taskset/smp/ostest with FE310 and K210.
