We need to keep track of who initiated the wizard in "persist" and show it.

During the upgrade we have checks to ensure that we can enter the upgrade. We need to take a second look at the user experience of those checks to make sure that where we can run a command on behalf of the user to fix the issue: Service Checks, Package Re-Install, Link to Documentation - we should give them the option to do that. That way they don't have to remember everything/take a screenshot and then try again and again until everything is correct.
