[I] Install the UIMA Python package as system level Python package inside the Docker image [uima-uimacpp]

DrDub opened a new issue, #10:

   The current Python package in the Docker image is installed by forcing the install.
   
   A Debian package with the Python package should be generated following the [Debian Python Packaging Guidelines](https://wiki.debian.org/Python/LibraryStyleGuide).
   
   This will be a first step in writing a GA Python package.
