Adding Bolke de Bruin as RANGER Contributor ....

Based on contribution provided to RANGER JIRA(s) so far,  I am adding Bolke de Bruin as part of the RANGER contributor.
The contributors should be able to pickup and assign JIRA(s) as he/she desired.

Congratulations Bolke de Bruin and thanks for being a active contributor to Apache Ranger.
