   ### problem
   
   Clone Network offering is not working 
   
   ### versions
   
   ACS 4.23
   
   ### The steps to reproduce the bug
   
   https://docs.cloudstack.apache.org/en/4.23.0.0/adminguide/service_offerings.html#cloning-offerings
   
   1. Click on a shared network offering 
   
   2. Clone the shared network offering > Change the userdata to config drive 
   
   3. Check the clone shared network offering configuration it remains virtual router

   ### What to do about it?
   
   Network offering changes should be persisted when cloned
