If a processor has multiple versions installed, and a flow or template references a version that is not installed,  NiFi should allow the flow/template to be loaded but showing a ghost processor allowing the user to select the correct version to use.

It shouldn't fail with an error: "Multiple versions of x.y.Z exist. No exact match for ..."

For example this would allow old template XML to remain compatible without needing continual version updates.
