CVS locking problems?

I get this when I try to commit files:
cvs server: failed to create lock directory for `/home/cvs' (/home/cvs/#cvs.lock): Permission denied
cvs server: lock failed - giving up
cvs [server aborted]: lock failed - giving up


Looking at the permissions:
> ls -ld /home/cvs
drwxrwxr-x  158 root  cvsadmin  4096 Jul 21 14:01 /home/cvs
> groups
tomj apcvs xml

Is there something wrong here?  Where do problems like this get reported?
