[WEB] mirrors aren't working on derby download page

The download list for the pulldown at 
http://db.apache.org/derby/releases/release-10.1.1.0.cgi is empty.

I made a change to the site menu over the weekend -- moved the 
DOTS_derby.htm paper down into the integrate subdirectory. Since the 
files the releases directory aren't in the site menu, they get all of 
the site contents, so the wrapper release-10.1.1.0.html reflects that 
change.

Looks like Forrest 0.7 chomped all the HTML comments that the CGI
script uses to splice the mirror information into the form. Weird. I
would think that other sites that build with Forrest would have a
similar problem.

I've pasted the correct form HTML back into the copy that gets synced
to the website, so it should begin working again in a couple of hours,
and I'll start looking for a more permanent solution.
