Jndi configurable for Log4j logger

Summary: Jndi configurable for Log4j logger
           Product: Commons
           Version: 1.0.4
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Logging
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: paulsp@apache.org

I have create Log4j logger that is configured, in a limited way, via JNDI. The
configuration is limited to setting the log4j configuration file and how often
to check the file for updates. As documented in the javadocs, this is very
useful in an web application environment when the war is not unpacked.
