TR is currently using Java/{version} as its user agent string, I would like for this to be more granular and report that it is a traffic_router

   Hi there,
I'm new to working on the traffic controller and I've managed to build all the components using the pkg command. However, I couldn't locate documentation on how to run it locally.

I'm eager to contribute and started by exploring this issue. I noticed [this line](https://github.com/apache/trafficcontrol/blob/3aca8379aece0508f849b710d84856ad9ffa0d6b/traffic_router/core/src/main/java/org/apache/traffic_control/traffic_router/core/http/HTTPAccessEventBuilder.java#L150) where we could potentially hard code the string as "traffic_router". Is this a feasible approach?

Could someone guide me on running traffic control locally? I'd love to test this change and then create a PR following the community guidelines.

Thanks in advance for any assistance!
