Ahmed - The CS already comes with the right capacity-scheduler.xml: hadoop-yarn-project/hadoop-yarn/hadoop-yarn-server/hadoop-yarn-server-resourcemanager/target/classes/capacity-scheduler.xml

Looks like the bug is that hadoop-common-project/hadoop-common/src/main/packages/templates/conf/capacity-scheduler.xml is completely broken - we should probably just delete it.
