missing doc on pylucene site

All versions of PyLucene from 2.9.3/3.0.2 on are now using the same  
version of jcc.

Except for pylucene/trunk, jcc is checked out via an svn:externals  
trick.
The tagged pylucene releases refer to a specific svn rev of jcc.

Hence, the correct url is:
http://svn.apache.org/repos/asf/lucene/pylucene/trunk/jcc/CHANGES
