The new timeShift function use only the locale JMeter one to format date.
I think it's better to separate the JMeter locale and the function in order to
be more flexible.
Example :
A date can be display en english and JMeter can be in french.
A ThreadGroup can shift a date and display the result in english and an other
in spanish.
etc..
