[I] when killed nacos, dubbo provider is dead. [dubbo]

when killed nacos, dubbo provider is dead.
but what we expect is , where nacos is kiiled, dubbo could work fine, after nacos come back, everything looks fine
### Environment
* Dubbo version: 3.2.9
* nacos: 2.3.0
* Java version: 1.8
### Steps to reproduce this issue
1. start nacos with standalone, start dubbo provider
dubbo.registry.address=nacos://127.0.0.1:8848?namespace=dev
dubbo.registry.use-as-config-center=false
## Nacos 元数据信息
dubbo.metadata-report.address=nacos://127.0.0.1:8848
# 默认是1s刷新一次元数据，为了建议压力修改成3s一次。
dubbo.metadata-report-interval=3000
dubbo.metadata-report.retry-times=30
dubbo.metadata-report.retry-period=5000
dubbo.metadata-report.cycle-report=false
dubbo.metadata-report.sync.report=false
dubbo.metadata-report.check=false
dubbo.metadata-report.report-definition=false
dubbo.application.metadata-type=remote
dubbo.metadata-report.parameters.namespace=dev
dubbo.application.service-discovery.migration=FORCE_APPLICATION
dubbo.application.register-mode=instance
dubbo.application.serialize-check-status=WARN
2. kill nacos
3. dubbo provider shows :

INFO] DubboShutdownHook [DUBBO] Dubbo wait for application(Dubbo Application[1.1](dubbo-provider-demo)) managed by Spring to be shutdown failed,
Expected Behavior:
dubbo provider could work fine when nacos is down, after nacos is back, it could register to nacos again.

use kill -9 ， it can't use shutdown.sh
