I reported this bug in 1.3.22 and the response from the dude who handled it was pathetic and never did nothing about it


When using a custom layout, after the make install
the manuals are put in the root dir / and then the installation
begins to charg the entire system!

I even tried to hardcode the paths so this didnt happen with no luck
