With the integration of HCatalog with Sqoop, we wanted to run all HCatalog functional tests as part of the build given the criticality of the feature.  But unfortunately, Hive/HCatalog teams have not released the HCatalog artifacts for Hadoop 2.x which hampers that

To make progress, we have decided to make the HCatalog tests as an integration test but ideally we would like to run it as unit tests.

When HIVE-4460 is fixed, we will revert the HCatalog tests as unit tests.   This JIRA issue is used to track the Hive issue and do the necessary changes once it is fixed
