Flink Filesystems [FLINK-12115] - Review adding Azure FS support

Hi folks,

I put up this review a couple of weeks back and after an initial set of comments, I haven’t heard back from anyone (https://github.com/apache/flink/pull/8117
). Would really appreciate if someone familiar with the flink file systems code could take a look at this review request and provide feedback.
