Webservice not available until WSDL downloaded

I have used axis to do my web development service/web server
development.  It is installed on a Weblogic J2EE server 8.1.4.

 

Everything works fine except that if I restart the web server, the web
service returns a fault until I request the wsdl using the axis query
path, i.e. http://server/someapp/services/MyApp?wsdl.  Then everything
works fine.  Is this a known behavior?
