This bug report is for the purpose of tracking some minor cleanup that we 
should do to the Xalan C++ project:

1. Remove all files & directories under xml-xalan/c/Projects/Win32/Res 
   *EXCEPT FOR* the files in the AllInOne directory.  
    - All the others are obsolete as we've moved to a single
      dll approach instead of the multiple dll approach

2. Fix up some files that have missing/incorrect Apache Licenses or
   Apache licenses with spurious tabs
    - see the attached patches for this cleanup
