If 2 users are mutual subscribed, one is available, and the other one becomes available, the presence stanzas are not properly routed.
The latter user (becoming online) will not get presence from the first one.

Resolution: Cannot Reproduce
My internal contact subscription config was apparently messed up. Works as expected.
