New Wiki page describing future Hdfs features


The following URL give a set of Hdfs features that are likely to appear 
in future releases of HDFS.
The features are broken down by categories. In many cases they have 
pointers to Jiras.
More Jira pointers need to be added and new Jiras need to be created.
Further, this wiki should be updated by developers as Jiras are 
completed and new features are added.
