This vote is now closed.  It passed with 3+1 votes (Rabbah, Thomas, Grove) and no other votes cast.

I will now initiate an IPMC release vote.  OpenWhisk mentors, please vote on the general@incubator   thread so we can get to 3 binding +1 votes.
