w2k strange symptom: gif's get marked as modified: who changed "accessed"?

i noticed that gifs got marked as modified (running "svn st"), even if i did not touch them. i
deleted them from the working copy, which caused svn to restore them from the .svn area.
modification marks were gone afterwards.

today, once again, some gifs have a modification mark, without i touched them. the wc file and
text-base have the same size, a "diff" gives no difference. the same for props, prop-base.

the only strange thing i see is:
creation time wc: 28. May 2003, 16:07:35
creation time text-base: 28. May 2003, 16:07:33
accessed wc: 15. December 2003, 20:40:10
accessed text-base: 15. December 2003, 21:13:40

the other files do have the same time difference in creation time, but have just a slight
difference in accessed time (nothing, or seconds, the accessed time is 20:40...). who changes the
accessed time, and does this go into consideration to mark a file as modified? could a client
upgrade cause files marked as modified? i upgraded from 0.33 to 0.34, cygwin on w2k.

i just ran svn up, svn st on the working copy.
