> the files /testing/regression/testModelEquals are used in the Model testing framework which is now used outside the Jena application.  Moving the files to  /src/test/resources/testing/regresson/testModelEquals will make them available as part of the test jar without modification to the POM.
> Usage within the tests will need to modified to use URLs loaded via the class loader rather than "file" URLs that access the files directly.
