Testing is passing again, both locally and on [CI|http://cassci.datastax.com/view/win32/job/cassandra-2.2_utest_win32/lastCompletedBuild/testReport/org.apache.cassandra.db/RecoveryManagerTest/history/]. Closing as a duplicate of [CASSANDRA-9914|https://issues.apache.org/jira/browse/CASSANDRA-9414].
