pluginRepositories
What is the value of having a separate plugin repository, even when
dependencies of those plugin are drawn from the standard repository?

I once had a discussion with cstamas@ about this. He gave me arguments
which I don't exactly recall, but these days it does not much benefit.
It'd be good if someone who's more than 10 years with Maven could give a
reasonable answer why this was done.
