AMBARI-3531 has mockups of how config-group overrides should work. When configuring a service, the common configs controllers should load the various config_groups in the {{loadServiceConfigs()}} method. This should then be shown in the config-group combo box.

When a combo box is selected (other than 'Default'), the merged properties should be shown with the overridden properties highlighted.
Similarly when visiting the configs page of a host, we need to determine which config-group (if any) applies to that host for that service, and show in read-only combo box. The configs in the config-group will similarly be override the default.
