Seems that RulesTest is failing 100% of the time on my laptop. Same branch, this didn't happen till morning. Hence, I was able to build the 6.6 RC2 properly, but unable to build the 6.6 RC3.

I'm not yet claiming something is wrong with the test or the feature being tested, but just looking for pointers as to why is it failing and how to make it work, so that I can build the 6.6 RC3.
