While I have no preference on this, it is a behavior change from 1.5.0 that we need to be clear about.

> ACCUMULO-1689 added the ability to conditionally run the GC.  On a production system its expected that the GC is running.  Not running it in MAC gives the user a less accurate testing environment.   I think we should remove the option for running GC and always run it.
