   For example, 
   
   GET 1.3/asns?cachegroup=5 should return results because I've checked that the cachegroup with id=5 is assigned to multiple asns, however, that api returns an empty array.
   
   to be consistent with perl implementation cachegroup is the id of the cachegroup as opposed to the name of the cachegroup.
