The service-level health status for HBase should use the following rule:
* If there is an active HBase Master running, the status is shown green (non-active HBase masters can be down and status can still show green)
* If there is no active HBase Master running, the status is shown red
* The host-level health status works the same way as it does today. If HBase Master host component is down (regardless of active status), red is shown for the host.
