This is currently failing in JiraUnicodeTest due to

[ERROR] ResourceManager : unable to find resource 'default-site-macros.vm' in any resource loader.
[ERROR] #parse(): cannot find template 'default-site-macros.vm', called at org/apache/maven/doxia/siterenderer/resources/default-site.vm[line 19, column 1]
