Right now we are handling empty string checkpoint in DeltaSync([https://github.com/apache/hudi/blob/master/hudi-utilities/src/main/java/org/apache/hudi/utilities/deltastreamer/DeltaSync.java#L260]) and different sources([https://github.com/apache/hudi/blob/master/hudi-utilities/src/main/java/org/apache/hudi/utilities/sources/helpers/KafkaOffsetGen.java#L58]). 

We should clean this up and put all logics into one place.
