The description of [distribution events|https://github.com/apache/sling-org-apache-sling-distribution-api/blob/master/src/main/java/org/apache/sling/distribution/event/DistributionEventTopics.java] does not clearly document the conditions for raising the events. We should extend the documentation both in the API and in the published documentation.
