Mirror Maker 2.0 sync topic configs is undifferentiated,even if source topics' configs are same with target topics' configs.

It cause a lot logs and zookeeper config alter tasks prior to 3.0.0,after 3.0.0 due to configs undifferentiated sync still cause lots of unnecessary sync tasks
