> If a user tries to associate a Category to a Term, and if not a single Category has been created for any of the Glossaries, the user is presented with the Category association screen but with no Categories for the user to assign to the term. 
> This could create a confusion that there might be a Catalog present somewhere but is not visible to the user, when actually no Catalogs exist. A notification should be fired in this scenario, informing the user that no Catalog exists that can be assigned to the term.
