[PR] Fix vector plugin parent POM version [parquet-java]
wgtmac opened a new pull request, #3727:

### Rationale for this change
The root project version is now `1.19.0-SNAPSHOT`, but the vector plugin modules still declare `1.18.0-SNAPSHOT` as their parent. The Vector-plugins CI reactor therefore cannot resolve the local parent POM and fails during project loading.
### What changes are included in this PR?
- Update the parent version in `parquet-encoding-vector` to `1.19.0-SNAPSHOT`.
- Update the parent version in `parquet-plugins-benchmarks` to `1.19.0-SNAPSHOT`.
### Are these changes tested?
The targeted reactor validation passes:
```shell
./mvnw validate --batch-mode -Pvector-plugins -Dspotless.check.skip=true -pl parquet-plugins/parquet-encoding-vector,parquet-plugins/parquet-plugins-benchmarks -am
```
A full local `install` could not complete because this worktree contains the pre-existing untracked file `dev-mail-nan-encoding-discussion.md`, which fails RAT, and the local runtime only provides Java 8 while Spotless requires Java 17.
### Are there any user-facing changes?
No. This aligns Maven metadata so the existing vector plugin CI/build can resolve the correct parent version.
