DailyRollingAppender does not roll each period

The documentation states that an hourly rolling file appender rolls 
approximately on the hour.
I am surprised that nobody complained till now that if no events occur for that 
particular appender after the rolling time, it could actually never roll over 
even if the application is still running, or it could roll over after several 
rolling periods of time.
The particular application that I work on consolidates several hourly log files 
in a tar file 5 minutes after each hour, it is a problem that even at this time 
some logfiles may be not rolled over yet.
Is version 1.2 fixing this problem?
