new feature:  data sync for external pipe.

It contains:

1) 1 framework who can transfer sync_data from TsfileFile to external pipe.

2) Support customers self-defined external pipe plugin.

Current codes' some limitation:

1) Only support converting Tsfile data to insert operation to external pipe.

2) Only support 1 external pipe plugin at same time.
