missing in the github repositories.

Thanks for noticing that Masayuki, I have signed and pushed the
missing tags.  Looks like I had pushed the RC tag for 9.1.1 but not
the final one, and for the apps repo totally forgot because the (9.1.0
and 9.1.1)  and (10.0.0 and 10.0.1) are the same since this was only a
patch release to the OS.
I have this step in the Create a NuttX Release document that I shared
for Alin [0], so hopefully this will help any release manager in the
future not miss these.
