   Hey @ashb @kaxil  This one will be useful to cherry-pick for 2.0.3 as well to finally build and release the `airflow` PIP packages using the "SVN" voted packages (I used it with the last two provider package releases). 
   
   Also it fixes some incompatibilities between scripts run in CI/DockerHub/Locally - always the same environment to build airflow packges (addressing recent problems with Node needed in AMI as well as failing builds in DockerHub on missing Node). Also when/if we merge Node12 change #15718 ) this one will make sure that we use the exact same node version as we use on CI/DockerHub (which probably is safe, but we will have a complete repeatability of package building).
