Windows machine for 2.0???

Could somebody with a windows machine please look at PR 5857.  The person
says that on WinNT5.0 with VC++ 5.0 nmake complains about a lack of
explain.h.  I am assuming the latest changes to the make process on
Windows has fixed this problem, but I would rather somebody with an NT
machine actually tested this before it was closed.
