Either when the board asks for follow-up reports or when a PMC decides that they want to provide additional formal information, it's not obvious when using whimsy how to add a new project report that wasn't originally expected on the agenda.

Adding a "Add new project report" button on the Agenda page that added the appropriate Attachment BC... listing and report shell at the end of project report lists would solve this, and help keep reports organized.  

Workaround is to simply use SVN, but that requires report submitters to keep formatting, etc. updated for the agenda tool and is more work.
