Bug/feature in agenda tool edit resolution

Hi,

If you edit a resolution but fail to add a subject, the tool will silently do nothing when you (Submit) the updated resolution.

I'd like to see either:

A default subject like "Edit Establish <new PMC>" or

An error message "Please fill the subject" when (Submit) is pressed if there is no subject.

The (Submit) button is inactive and when you hover, the message "Please fill the subject" appears.

This should be an easy one for a new volunteer. In case this is true, I've filed a JIRA. https://issues.apache.org/jira/browse/WHIMSY-320
