   This issue is to track the infrastructure improvement project, the goal of this project is to provide a similar development experience to [Google Internal One](https://abseil.io/resources/swe-book/html/ch18.html)
   
   To make the goal explicit:
   1. For any change, be it significant to trivial, developers should see the impacts on all existing codebases within minutes;
   2. Use a large build farm to build and run unit and integration tests in remote and parallel.  Note the concurrency should be large;
